Panchayat Gateway is an innovative digital initiative designed to enhance transparency, efficiency, and record management in Panchayat operations and financial transactions. The system works with five layers of authentication — DSC, GPS, Face Recognition, QR, and Device Validation — to confirm the right person, the right place, and the right device every time a transaction is made. It is directly connected with eGramSwaraj and PFMS portals to automatically check, record, and monitor each payment for transparency and accuracy.

Key Challenges Addressed:
Despite the strong foundation provided by eGramSwaraj and PFMS, several operational and governance challenges persist at the grassroots level:

Unauthorized Transactions

Payments executed by unauthorized users or third-party operators from outside the Gram Sachivalaya.

Suspicious Payments

Repeated or abnormally high payments to vendors without proper field-level authorization or verification.

Limited State Control

eGramSwaraj is centrally managed, restricting state-level access to customize data views and generate detailed analytics.

Data Visibility Gaps

Our Solution

Panchayat Gateway is a secure and smart digital platform that ensures every payment by Gram Panchayats is made only from the Panchayat office, by authorized users, and under verified conditions. Only approved DSCs and registered computers are allowed to log in to the system, stopping misuse and ensuring that every transaction is done by genuine Panchayat officials from the Gram Sachivalaya.

User Roles and Responsibilities

Panchayat Sachiv (Maker)

Enters and prepares all payment vouchers or transactions after secure multi-layer authentication.

Gram Pradhan (Checker)

Checks and approves the vouchers prepared by the Sachiv before final submission to payment portals.

Panchayat Sahayak (Support)

Assists the Sachiv and can handle basic operations after face verification when Sachiv or Pradhan is unavailable.

1. User Login / Authentication Module

Earlier, many Panchayat Sahayaks or operators shared their Digital Signature Certificates (DSCs) with third-party agents, leading to misuse, fake logins, and payments made from outside the Gram Sachivalaya. To prevent this, Panchayat Gateway implements a secure multi-layer authentication system.

2. Voucher Feeding & Automation Module

Earlier, the Panchayat Sachiv had to manually enter voucher details such as voucher number, date, vendor name, and amount. This process was slow, repetitive, and error-prone. Panchayat Gateway introduced an automated Chrome Extension that automatically reads and fills voucher data from eGramSwaraj and PFMS portals.

Officials at block and district levels earlier faced difficulty tracking active, inactive, or irregular Gram Panchayats due to manual reporting and delays. Panchayat Gateway introduced an automated reporting and reminder system that generates real-time dashboards and alerts.

An automated anomaly detection system continuously monitors transactions and raises alerts for unusual or suspicious activity.
